HSVP takes a U-turn, restores plot to ex-DJB chief engineer
Gurgaon: Barely a week after it cancelled the re-allotment of a plot in Sector 52 and restored its ownership to the mother of a Haryana Police IG, the HSVP on Thursday withdrew its order. The development authority made the U-turn after a city court on Tuesday sought documents on the basis of which it had passed the order to cancel the re-allotment.
Civil judge Anil Kumar also appointed a court commissioner and directed police and revenue officials to assist him in reinstating the plot to Praveen Bhargava, a retired chief engineer of the Delhi Jal Board (DJB). Praveen, who had constructed a house on the plot, recently challenged the HSVP action in the court, claiming that he had followed due process.
During the hearing on Thursday, the HSVP submitted two letters in the court. In one letter, the authority said that the notice issued for the vacation of the house constructed on plot 552P in Sector 52 has been withdrawn and “its possession now stays with Bhargava”.
The plot in question was first allotted to a person named Vijay Kumar Chaurasia by HSVP (then Huda) in 2003. A year later, the plot was transferred in the name of Sushila Devi, the 86-year-old mother of the IPS officer. In 2008, the plot was transferred in the names of Kamal Singh and Pankaj Kumar. According to Sushila, Kamal and Pankaj had forged her signature to transfer the plot in their names.
In 2009, Kamal and Pankaj sold the plot to a woman named Bimla Bhargava in 2009. Four years later, Bimla gifted the plot to her son Praveen, who constructed a house on it and moved to Gurgaon. Based on Sushila’s complaint, the Gurgaon police had earlier this month registered a case and arrested a person. Subsequently, on another complaint, the HSVP restored its ownership to Sushila.
The civic judge also asked a tehsildarto ensure the restoration of Praveen’s property and directed him to videograph the entire process in order to rule out any further controversy. The next date of hearing is on September 28.
When contacted, estate officer-2 of HSVP (Gurgaon) Jitender Kumar said that the earlier order has been withdrawn in view of the emergence of new facts. “Now the matter is between two parties. We will abide by the order issued by the court.”
