Hry to conduct social audit of 14k govt schools
Gurgaon: To bring transparency in the administration of state-run schools and fix accountability on utilisation of funds, the directorate of school education has announced a social audit of over 14,000 schools across the state.
The directorate has asked all education department officials to start working on the formation of school management committees that has been delayed by over a year due to the Covid crisis and its impact on education.
The first task of the committee will be to conduct a social audit of the work done by the previous committee. Called Social Audit 2019-20, the exercise is to assess the demands of schools, the performance of the previous committee that dissolved in 2020 and the work accomplished under the school development that each school prepares every year.
The department has asserted that these directions are to be strictly followed as the state is bound by the Right of Children to Free and Compulsory Education Act, 2009 to form committees at the school level to look over the fund utilisation.
The previous committee had a tenure of two years and was eventually dissolved last year. As per Section 21 of the Free and Compulsory Education Act of 2009, each school is to constitute a School Management Committee (SMC). The committee consists of parents/guardians of the students, teachers, local representatives of elected authority. The committee must ensure that 50% of its members are women and three-fourths of the parents belongs to a disadvantaged group.
“Due to Covid, a new SMC was not created last year and the social audit of 2019and 2020 was delayed. As the schools have now opened and students are coming in large numbers, we need to form these SMCs and get done with the social audit. It’s the first step to assess the demand and likewise propose plans for improving the quality of education. It will also act as an audit to check how much progress we’ve made and if ensure that there has been no mishandling of the funds. Once the committee is formed and their names are updated in our list, the audit will commence,” additional chief secretary of the education department Dr Mahavir Singh told TOI.
The department has strictly specified that these committees are to be headed by outperforming and meritorious girl students. These girls will also be allowed to hoist the national flag on Independence Day.
The department has further asked the district education officials that while the new committee is reviewing the work of the previous one, the findings are shared with each member and all the stakeholders. In case of any discrepancy, it should be immediately reported and all the members of the committee must be aware of the same. The committee will also note the opinions of the teachers and the students about work done to address the pressing demands of the schools and prepare a report about the same.
