No field posting, public dealing for ‘tainted’ officials

Gurgaon: Taking a stronger stance against corruption to ensure a transformation in the state’s work culture, the Haryana government has decided not to give any IAS, IPS, IFS (Indian Forest Service), HCS, HPS and HFS officers with departmental proceedings pending against them any post that involves public dealing.
The government has also sought details of such officials and the cases pending against them.
In an order on Tuesday, a copy of which is with TOI, Haryana’s chief secretary made it clear to the additional chief secretary (home), ACS (forest), DGP and the principal chief conservator of forests not to post any tainted officer in any field office or post involving public dealing. Chief secretary Vijai Vardhan also asked the top bureaucrats to immediately submit cases of such officers to the chief minister’s office for their postings and transfers at headquarters or non-public dealing posts.
These departmental inquiries under the All India Services Rules 1969 or Rule 7 of the Haryana Civil Services Rules 2016 or any other rules may result in award of one of the major penalties that is withholding of increments with cumulative effect, reduction to lower post, compulsory retirement, removal or dismissal from services, the order said.
In case, the sanction of prosecution under the Prevention of Corruption Act has been granted by the competent authority against any of these officers, they shall also not be posted in fields involving public dealing, according to the order.
