Haryana: Electricity department engineer suspended after his arrest in Rs 49.29 crore fraud case

YAMUNANAGAR: An executive engineer (XEN) of Uttar Haryana Bijli Vitran Nigam (UHBVN) was suspended following his arrest in connection with an alleged case of fraud of Rs 49.29 crore.
XEN Kulwant Singh was presently posted in sub-urban division, Yamunanagar, and he was arrested by the Panipat district police on June 16, besides arresting a lineman, Sonu on the same day.
As per the information, following a special audit team of UHBVN unearthed a fraud of Rs 49.29 crore in respect of transactions related to payment of gratuity in sub-urban division, UHBVN, Jagadhri in Yamunanagar district, a case of fraud was registered in Panipat district.
The audit team of UHBVN found that some staff members of the department allegedly prepared bogus cash vouchers in the name of 1,063 persons by stating that the payment was being made towards gratuity of concerned persons.
The interim report of the UHBVN audit team established that, “On the basis of bogus vouchers; cheques were prepared and amounts of Rs 49,28,89,371 were credited in the wrong accounts. Most of the persons were not employees/ pensioners of the UHBVN to whom payment of gratuity was made.”
Superintending engineer (SE), operation circle of UHBVN, Yamunanagar said, “XEN Kulwant Singh was suspended by the management of UHBVN and the lineman, Sonu was suspended by me on Friday after their arrest on Thursday. We sent a draft of the charge sheet of suspended XEN to the UHBVN management, which will now charge sheet him.”
The UHBVN audit team held responsibility of two XENs for the supervisory lapse and six officials of the UHBVN for this fraud.
The fraud came to light after Suresh Kumar of Karad village in Panipat district lodged a complaint at Samalkha police station of Panipat in February 2022 alleging that money was being credited to his bank account by a bank branch of Bilaspur town of Yamunanagar district.
After registering a case, when the Samalkha police investigated the matter, the fraud of gratuity came to light in the office of UHBVN of Bilaspur town and an audit was marked at Bilaspur and Jagadhri offices of UHBVN by the higher authorities.
