Haryana medical body alleges rampant corruption, threatens to go on agitation

AMBALA: The Haryana Civil Medical Services Association (HCMSA) on Wednesday alleged that there is rampant corruption and favouritism nexus running in the state health department.
HSMSA threatened that if their issues are not resolved, the doctors will be forced to go on the path of agitation. They said that they gave representation to concerned officials of the state government about their demands on September 13.
HSMSA President Dr Jasbir Singh Panwar on Wednesday issued a statement and said that their association feel proud to have an upright and honest person as our chief minister (CM) and health minister (HM) with an anti-corruption stand in our state.
“Even our honourable Prime Minister also says Na khaunga na khane dunga (neither will do corruption nor allow it), in his anti-corruption agenda. But unfortunately and contrary to this, there is rampant corruption in the health department. At all levels, money is being demanded for things like transfer, posting, promotion, deputation, ACP (assured career progression), leaves, chargesheet drop, etc. This thing is now an open secret”, alleged the HSMSA.
“One director has been entrusted all important works, files related to policy, sidelining other senior officers in the health department. This also amounts to favouritism and corruption on the part of bureaucrats in the health department. Even recently the bizarre policy regarding specialist cadre was also framed by this director in an autocratic manner sidelining suggestions from HCMSA and other senior officers. It has also come to our notice that same officer is also being given extension in service whereas in recent notification dated September 1, 2021, many senior doctors are dishonorably exited and ordered as stand retired within few days. Association has represented many times but unfortunately no meeting has been fixed by ACS health to discuss these issues”, said the HSMSA.
The Haryana doctors association demanded pay structure at par with Centre government or Bihar state. “There are four ACP at 4, 9, 13, 20 years, which were approved by CM and HM in 2019 and pending since then in finance department”, said Dr Jasbir Singh.
Dr Jasbir said HSMSA is continuously representing government to form specialist cadre on the pattern of Bihar but on the contrary it has drafted a bizarre proposal. He said HSMSA demand that specialist cadre on the pattern of Bihar may be implemented.
Dr Jasbir said that direct recruitment of senior medical officer (SMO) may be stopped.
“Due to direct recruitment of SMO there is stagnation in HCMS cadre, 95% cadre has only one promotion avenue throughout entire service. The same had been approved by CM and HM in 2017 but bureaucracy is bent upon to recruit direct SMO for some vested interest”, said Dr Jasbir.
“In case government does not resolve these genuine issues at the earliest, doctors will be forced to go on the path of agitation. It will be the sole responsibility of the government for the inconvenience caused to the public”, said Dr Jasbir.
When contacted Haryana health ACS Rajeev Arora said, “There is no such nexus doing favouritism in the department. Haryana is giving fair and decent pay structure and whatever are the genuine demands of the doctors are always accepted.”
About direct recruitment of SMO, ACS Rajeev said, “This is not happening for the first time and this is part of their service rules. Present DGHS and many other officers got selected after direct process. For all the SMO posts, there is a 75% quota through promotions and 25% through direct quota. This policy is there for a long time.”
About HSMSA objection about specialist cadre, ACS Rajeev said, “This cadre has not been formed yet but the department has only uploaded a concept (draft policy) on its website of the health department. Comments have been sought from all the concerned stakeholders and after receiving comments from all, each and every comment will be analysed and required changes will be made. Then we will come out with a final policy. Even the government of India is saying to create a specialist cadre to attract the best people in India.”
