Gurgaon: The National Green Tribunal (NGT) on Tuesday directed the state government to constitute a committee that will evaluate why the compensatory plantation drive for widening of the Gurgaon-Rewari highway is being considered in Panchkula, some 300km away. The green tribunal said a joint committee of district magistrates of Gurgaon and Rewari, district forest officers, and officials of the Union environment ministry and the state pollution control board have to survey the 43km-highway and submit a report within a month.
“The report may particularly mention whether compensatory plantation is being considered 300km away instead of contiguous locations.” the order issued by NGT chairperson Adarsh Kumar Goel said. The tribunal was hearing a petition against the “unlawful” felling of 12,000 trees in Gurgaon for widening of the highway. A total of 20,000 trees are to be chopped for the project, work for which began this March.
According to the rules, compensatory afforestation is mandatory whenever forest land is given to carry out development work. The scheme is critical for a project to get green clearance, and is aimed at sustaining green cover in areas that are being concretised. Officials had earlier cited unavailability of land in Gurgaon to plant 2 lakh saplings as compensatory afforestation in lieu of widening the highway. For this, the district was considering carrying out the drive in Panchkula’s Morni-Pinjore, some 300km from the city. “The issue raised is to what extent cutting of trees is unavoidable and what can be best safeguards to compensate for such cutting. It is not disputed that the construction and expansion of road network is a necessary amenity… However, it is submitted that sustainable development requires that it should be consistent with the environmental concerns,” the NGT observed.
