Parking bay on bundh? NGT seeks report from Haryana government

Gurgaon: The National Green Tribunal (NGT) directed the Haryana government and the Gurgaon administration on Friday to submit a status report within a month on the alleged illegal excavation and demolition of the Ghamroj Bundh along the Sohna Road for building a rest area or a parking bay for trucks and buses.
The National Highways Authority of India (NHAI) initiated the work on the submergence area of the bundh as part of its project to create a toll plaza for trucks on NH-248A (Sohna Road). However, it does not have mandatory approvals from the irrigation department under the canal and drainage Act and began the work in violation of the ministry of road transport and highways (MoRTH) guidelines, according to the petitioner who approached the NGT with the matter.
While giving its order, a bench headed by NGT chairperson Adarsh Kumar Goel said that the Haryana government had taken no action in the case so far, warranting its intervention.
The bench was hearing a plea filed by Prem Mohan Gaur, alleging that building the rest area and the toll plaza and widening the national highway will violate Sohna Master Plan 2031. “This will also affect forest areas in violation of Forest (Conservation) Act, 1980, as the conditions set in the forest department letter dated 09.08.2018 are not getting followed,” said Gaur.
In October 2020, Gaur filed a complaint in this regard to the Gurgaon forest department, the district town planner, the deputy commissioner and the Haryana State Pollution Control board. However, nothing changed on the ground. “Forest areas, including Ghamroj Bundh, needs protection, as they are natural recharge zones for underground water tables,” said Gaur.
Meanwhile, the district administration has started work on the report. “We are working on it,” said a senior official from the district administration in Gurgaon.
However, the forest department and NHAI officials refused to comment on the matter, saying it is with the NGT now.
The NHAI started construction at the site in 2020 after acquiring land for widening the NH-248A and developing a toll plaza at the Bhondsi-Ghamroj border. Two years ago, the authority claimed that it had all permissions from the departments concerned to carry on with the work.
TOI in 2020 had reported that the project would destroy nearly 20% of the Ghamroj Bundh. The bundh is 5-6km long and runs along the Sohna Road. It is a natural rainwater canal that restores groundwater in the region during the monsoon.
