CM orders immediate MCG takeover of 9 colonies

Gurgaon: Chief minister Manohar Lal Khattar on Friday asked the MCG to immediately take over nine licensed colonies in Gurgaon — Malibu Towne, Ardee City, Rosewood City, Greenwood City, Mayfield Garden, Uppal Southend, Vipul Garden and Sushant Lok 2 and 3. The takeover has been pending since November 2019.
With the takeover, the civic issues of these colonies — which are currently being taken care of by the respective developers — will come under the jurisdiction of the MCG. The residents will no longer have to pay maintenance fees to the developers, as the civic body will offer services and collect taxes.
Khattar was in the city to attend the seminar-cum-workshop-cum-conclave (SEWOCON) of RWAs, where top officials of the urban local bodies (ULB) department were present. MCG comes under the ULB department.
The MCG has already prepared a detailed project report for the takeover of these colonies after accessing their deficient infrastructure. Officials told TOI that the MCG will now issue a tender for hiring a private agency to complete the pending infra work and recover the expenses from the developers concerned.
In fact, Khattar announced the MCG takeover of 11 colonies — Malibu Towne, Ardee City, Rosewood City, Greenwood City, Mayfield Garden, Uppal Southend, Vipul Garnde, Sushant Lok 2 and 3, and DLF 4 and 5, in November 2019 under the second phase of transfers.
The residents of these colonies have for long been demanding that the MCG expedite the takeover process, citing deteriorating civic infrastructure.
Councillor of Ardee City ward, Kuldeep Bohra said the move will offer the much-needed relief to the residents. “Neither the developer is fulfilling its responsibility towards maintenance, nor the MCG is handling utilities such as road, sewer, water and streetlights. Our demand has been accepted by the CM.”
In December 2020, MCG councillors across the city took up the issue of colony transfer with the Haryana chief minister and urged him to expedite the process. The councillors and the residents had alleged that the process of colony transfer was going on at a very slow pace.
In 2016, the government first announced the transfer of eight private colonies, including DLF 1, 2 and 3, Sushant Lok 1, Palam Vihar, South City 1 and 2 and Suncity. Five of these colonies, except DLF 1, 2 and 3, have already been taken over by MCG. The deadline for the takeover of the remaining colonies is May 30.
The CM, while addressing various RWA representatives at SEWOCON, also issued structural safety guidelines for multi-storey residential buildings. As per the new guidelines, the developer will have to get the safety standards of a building audited at least thrice or four times during the construction phase itself.
Khattar also announced the appointment of two district registrars in Gurgaon on the demand of the RWAs and land allottees. He also announced the appointment of a ‘Sampati Pal’ to address mutual disputes between the RWAs and residents.
