Haryana govt to buy 500MW, regulator frowns on ‘11th-hour’ measures
GURUGRAM: Amid a power supply crisis that has resulted in blackouts in the state, some relief is in sight, with pacts set to be signed with two companies from whom the state will purchase 500MW.
On Wednesday, the Haryana Electricity Regulatory Commission (HERC) approved the purchase of 500MW at the rate of Rs 5.7/kWH for three years. While MB Power of Madhya Pradesh will supply 150MW, Chennai-based RKM Powergen will sell 350MW. They will supply power between April and October, when the demand is high.
It was in the last week of March that the Haryana Power Purchase Centre (HPPC) had sought bids from companies to procure an additional 1,000MW. But amid the pan-India power crisis resulting from a shortage of coal and an increased demand because of an early and intense summer, only two companies responded and offered to sell 500MW.
It will, however, take some more time for the deals to formalise and additional electricity to reach the state. Sources in the commission said while MB Power would take at least a week to supply 150MW, RKM Powergen may need longer.
HERC also pulled up the power department for taking measures at the eleventh hour and asked how the last-minute steps would bring immediate relief to residents in the sweltering heat. Chief engineer Randeep Singh told HERC that the power crisis was because of the lack of supply from various companies, including Adani Power (with which the government has a purchase agreement, but supply has been turned off because of a disagreement over rates) and the shortage in availability of coal at a time demand had increased manifold due to the rising mercury. “On one hand, supply is constrained. On the other, demand has witnessed a sharp spike,” Singh submitted before the commission.
Wednesday’s order by HERC chairperson RK Pachnanda said it was the duty of the HPPC to assess the demand and supply situation of power. “Even at the time Adani Power and CGPL were not supplying power, 600MW unit-2 of RGTPS (of Haryana Power Generation Corp) was not available and given the non-availability of power from gas-based FGPP (Faridabad NTPC), HPPC and discoms did not take any steps to prevent the current shortage,” the HERC order said.
Criticising the agencies for the delay in taking measures, the HERC observed, “You’re now pleading urgency in seeking approval for power procurement. But the HPPC and the discoms approached the commission at the 11th hour.”
