Gurgaon: The Haryana government’s order on Wednesday barring anyone other than the fully vaccinated from accessing basic services like banks and public transport as well as gathering places like malls, restaurants and offices from January 1 has drawn concern from those who are partially vaccinated but not yet eligible for their second doses.
One such is Arun Kumar, a Sector 103 resident. “I am perplexed by this announcement. What do I do now? I can’t even get petrol at the fuel station now or get into an auto before I become eligible for the second dose?” he asked. “The government needed to consider this before coming with such a sudden announcement,” Kumar added.
Since the minimum gap for the second dose of Covishield, which accounts for a bulk of the vaccinations, is 84 days, anyone who has taken the first dose the latter half of October onwards would lose access to services and many public places for a prolonged period, going by the government order.
Secondly, blocking those who have defaulted on their second dose comes with its own concerns. What happens to people who have been infected by Covid after the first vaccine dose and have had to postpone the second dose?
Talking to TOI, Haryana health secretary Rajeev Arora clarified that vaccine recipients who are within the scheduled interval between doses will not be barred from any services or public places. “We understand that there are those who have not taken their second dose because the gap between two doses (84 days in the case of Covishield and 28 days for Covaxin) is not over yet. In such cases, we will allow such beneficiaries to use public transport and visit public places. However, if there are people who have missed their second dose for whatever reason, they will not be allowed,” said Arora.
He said the deputy commissioners of each district have been tasked with the implementation of the order. “We have been regularly issuing the mahamari alert – Surakshit Haryana. If needed, deputy commissioners can invoke provisions of Section 144 of CrPC,” Arora added.
The health department has been asked to form teams to vaccinate people on the spot at gathering places. Gurgaon deputy commissioner Yash Garg told TOI support of various stakeholders, including RWAs, would be needed to implement the order. “We will form multiple teams to ensure only those who have received their second dose are allowed in public places. However, we will need the support of residents, RWAs and all other stakeholders to ensure we are able to achieve the goal of increasing the coverage of vaccination,” Garg said.
